Yes.
1. Go to Tools>Customise
2. Click on the Keyboard tab
3. Under Category (lower left panel) select Format
4. Under Function select Lowercase to assign a key to "Change format to
lowercase" and select Uppercase to assign a key to "Change format to
uppercase".
