Sorry, I was not clear.

I already found the "Line Spacing" box. I set it to zero, but the line
spacing is still between 1.5 and double spacing. That is, I am using a
font set at 12 points, but with the Line Spacing box set to zero the
leading is about 19-20 points or so,

Where I come from zero means zero. Evidently in OOo's mathematics it is
somewhat more. I was hoping to find another setting someplace where you
can tell OOo that when you enter zero you really mean zero. Tools >
Options, maybe, or someplace where there are global settings.
