Is there any information in your firewall's log?
When the download stops and your system churns, are you *sure* you still
have an internet connection?
Is your browser stopping you downloading from what it thinks is an
untrusted site?
Is Vista's UAC preventing you from downloading the file?
Is the problem repeatable? Always 16%?
