Thanks. I can't seem to get that option to stay selected when I close
all OOo windows and restart (which I have to do too often because the
mail merge crashes).

Try
* close all OOo windows
* shut down the Quickstarter
* run Writer
* change the setting
* close Writer
* re-start the Quickstarter
I've often seen Quickstarter stop such changes "sticking".
