The -nofirststartwizard works but only if you 
start OO that way. If you start OO by just double 
clicking on an OO document it will start and then
run the registration wizard again.

There is a disable extension at
http://wiki.services.openoffice.org/wiki/Documentation/Administration_Guide/Deactivating_Registration_Wizard
but that no longer works with 3.1.1 - If you know who 
wrote it then maybe they could be persuaded to
update it :-)
