This sounds as if the Tamil fonts you have installed aren't installed 
in a location that 1.1.4 knows about.

I'm english only here, and so far, OOo has been able to use all the 
extra fonts I've installed, in /root/.fonts, and they include some 
very nice cursive styles.  But then this old fart runs as root, with 
at least 2 iptables based firewalls between my keyboard and the dsl 
modem.

A side comment here.  There seems to be a favorite place each 
application wants for its font storage.  This isn't conducive IMO to 
haveing a smoothly functioning install.  This isn't finger pointing 
at OOo in particular, but to apps that have their favorite fonts in 
general.  I disagree heartily with the /home/.fonts location for 
special fonts when in a multiuser environment.  Such fonts should IMO 
be available for all users.
