Junebug, my guess is that you could use the Page format options (right click anywhere in the document and choose "Page...") to do this.
In the "Page..." window, click on the "Background" tab and in the "As" drop down menu, choose "Graphic." Click "Browse" and locate the image you want on your filesystem--note that OOo will not fade the image for you, so have it the right transparency for your needs BEFORE importing it. You should probably use the "Position" type, as this will allow you to place the image in a certain place on the page. Not sure what this would do for multiple pages...ah, no, it does it for both pages when I go to a new one. I hope this helps!
