Better download it from the OOo web site directly. Note that when moving from 2.x to 3.x, better not transfer your personal data when asked during the welcome process (deprecated configuration files can wreck the new profile).

I have OO 2.4 installed and I tried to update by clicking on the update icon in the top right of the UI and downloading it from there. It said OO 3.1 was available. When I clicked download it completed very quickly, and only downloaded the attached file, which seems to contain an error message about the download failing. It has been this way for at least 1 week.
