You have asked two questions here, although you may not have known it.
To search for previously filed issues, you should search issue zilla.

The form can be a little intimidating, but you really only need to fill
in the information towards the bottom about what you are actually
searching for.
To search the mailing list archives, you could start here:

There are links to let you search of browse the archives.
As far as the archive is concerned, it looks like, from the
subscription-provided information, one has to know message numbers or
find only the exact subject line. Other lists have more complete search
mechanisms and I presume this one does too.
If you travel to the users' list search page:

There is a list box that you can select to search by subject, author, or
text in message.
More search options, like data range would be nice, but you have to
start somewhere.
