That issue report indicates that it was, may have been possible, in
earlier version?

I'll keep looking to see if I can find more. But, I think that the
ability to track changes between the formats would be nearly impossible
to maintain accurately given the wide variation in MS Word versions &
formats (.doc, .docx. word97, word2K, word2007, word2010 etc). And IMO,
accuracy would be a topmost priority in collaborating/tracking document
change.
