As a purely practical matter, votes have never been anything more than
Internet  theatre.   They have nothing to do with whether or not an
issue will be fixed.

They do have, but only in a rather limited way.
There are many aspects that lead to a final decision where (precious) dev/QA time is spent. Number of votes is one of them, only one.
