Interesting....

I've found the same using 1.9.104 on winXP.

Can anyone advise whether form controls should be carried over to
subsequent pages if in the header/footer - I will raise an issue but
I've not done much with controls so unsure whether this is normal
practice or not...

I cannot find a way to achieve what your doing within a single table.
One suggestion is to actually have two tables (one row each) one
directly above the other (they actually look as if they are the same
table).  This enables each of the cells within the rows to be
completely independent moved and resized. I think this will enable you
to achieve what you want.

Hope you don't mind but I've included an example of the above to the
OP (it won't get to the list) in .sxw format.
