Continued abuse, either accidental or intentional, can be prevented by
pruning that header from the message before it goes out to all subscribers:

It's a machine's job and, for good quality mailing list software, very
quick to implement.
The notification appears to be a holdover from MS Exchange / Outlook
combinations which cause large volumes of messages to be lost without
even an error message.
