At one time OO.org loaded the Quickstarter as a default. With the latest version, I had to change the OO.org memory settings.

To cause the Quickstarter to be loaded at startup, go to

Tools | Options
on the menu select "OpenOffice.org" then "memory"

At the bottom of the memory settings dialog, click the check box named
"load OpenOffice.org into memory at startup"

Then when you restart your machine, the Quickstarter will be loaded.

With the Quickstarter loaded, but OO.org not in memory, my machine takes about 50 seconds to load OO.org and a small document so I could make certain these settings are correctly stated. It takes about 15 seconds to load this document with OO.org in memory.

BTW There are changes to the memory settings that at one time significantly improved load speed, and were the default, but I do not remember them. I hope someone will post about this.
