Wouldn't you know it, it still doesn't work well. There are just too
many fields to fill and to watch out for the spaces, and so, you

Nope. I just tried in LO3.3(Beta):
LibreOffice 3.3.0
OOO330m7 (Build:9526)
libreoffice-build 3.2.99.0
and
OOo-dev 3.3.0
OOO330m8 (Build:9527)
And they both have the problem. Note that LO3.3 is m7 - perhaps I can
test with standard OOo m7 later today.
Figured it out:
1. Open the doc& select Format|Sections.
2. For each section (1, 2& 3) check the box: Editable in read-only
document. Click OK.
You can then continue to fill out the form.

It works! However, I have found:
- I had to save the document right after changed the settings in the
Format->Sections "Editable in read-only" document. Click OK.
- the format was not the same as the original .pdf version. So I went
back to the Format->Sections and unchecked the "Protected" box
- it was impossible to fix the format that this file had. Just too many
fields!
- I filled in the fields and some of the fields came out in bold and
others were not in bold. I could not see the logic for this, unless
OpenOffice (Libre Office) was reading it wrong (BTW -- I went back to
the OpenOffice version as I found it too "beta" still and I am using the
suite quite a bit.
- the headers and footers are a mess -- it was a simple setup in
MSOffice but OpenOffice treated many sections as if they were different
styles and even then it was still messy
I think, the OAC should have picked the .odt or .pdf format to leave on
the site rather the .doc . I will still leave them a note about this.
Thanks for the help anyway. If only we could all follow document standards!
