My original message, below, first time using the icon for updates at the upper right corner of a 'write' document, and second time from somewhere else. I was able to verify the update did not happen either time. First time I downloaded it and then attempted to install. Second time I clicked 'run' directly without downloading.
Third time, just now, it went quickly and showed up immediately when installed. I got it from the update icon at the upper right of a document. I am on Vista using something called an 'install wizard' that takes over automatically. It wanted to download it to my desktop; I would have preferred it somewhere else. I tried to get it to go to something called users/markhowe/appdata/roaming where I saw other OpenOffice files, but it didn't. When that is done, you'll generally have an icon on your desktop to double-click for starting the installation process, guided by dialogs. The installation itself doesn't take very long, and there is no restart required, so that's not likely to be your problem here. If that doesn't help, we'll need to know where you are downloading from (www.openoffice.org is the primary source), what operating system and version you have, and more specific information about what specific steps you are taking with what results.
