Although you can see this as a paragraph separator, Writer sees it as a border attached to and part of the preceding paragraph. With the cursor in the preceding paragraph, go to Format | Paragraph... | Borders | Line | Color (or right-click | Paragraph... | Borders | Line | Color) and select the desired colour from the drop-down list.
