This works from at least OOo 1.9.100 onwards.
Start writer. Select Tools->Customize->Toolbars. Make sure the toolbar
in question is Standard tool bar. Press Add.
The "Word Count" command can be found in the category "Options". Select
it, press Add. That's it.
