Lots of people think that there is a difference between the .ppt and
.pps file format.  And you would be surprised how many folks think you
can't edit the .pps because when they click on it, it starts to run.

Anyhow, all you have to do to make a .pps file is to save as a .ppt and
then use a file manager to change the name to .pps.  Admittedly less
convenient than saving under that name but just as functional (or
non-functional).
