Here is what I do to get that effect:
1. Change Tools > Options > Openoffice.org > Paths > Templates from
pointing to a locale specific directory to just <path to
OOo>/share/template
2. I then create directories to keep my templates. By way of
example here is what my share/template looks like:
Business
czech
educate
english
en-US
en-US.sav
finance
forms
french
german
internal
italian
layout
misc
NewsLetters
officorr
offimisc
OOo
other
personal
presnt
projects
wizard
You can do the same thing in your user space. Remember to run update.
