After reading the various responses to my question I now understand what
is being suggested.  Here are the steps as I understand them (I am
currently testing this):
1.) Open the delimited file with OpenOffice Calc
2.) File -> Save as -> select the Text CSV file type -> check the "Edit
Filter Settings" box -> click Save
3.) Click Yes in the warning dialog box (warns about losing information
by not saving in an OpenOffice format)
4.) In the Field Delimiter drop down box select what you would like the
file delimited by
5.) In the Text delimiter box select delimiter for text (is this
necessary, what would be the advantage of doing this?)
6.) Click Ok
7.) Rename the file as .txt
8.) Import the file into Power Builder (unfortunately the only format
allowed for uploading delimited files, in our case, is .txt)

I am currently testing if this will work and will report the results
shortly.  Please notify me if any of you know of a better way to go
about this.  Thank you for your help.

Are you saying that the Save As dialogue does NOT offer another
dialogue
that permits you to set the Field delimiter and character delimiter?
If
yes then you have a bad installation. Otherwise use this dialogue to
set
whatever you like.
