Are you on OOo 2.0? If so, check to see if you have the Help "tool tips" enabled. (Tools > Options > OpenOffice.org > General. Then see if "Tips" is checked. If it is not checked, check it.)

There's either a very odd feature or else a bug that makes it so that if you do not have "Tips" checked, you are not able to see "Notes".

Once you have this checked, if you point to the cell and hesitate for a second or so, the "Note" should pop up.
