The most likely problem is that you have accidentally turned
editing mode off. Look at the row of buttons just above the
database table. Be sure the second button from the left, which is
"Edit Data", is ON. If it is on,and you still can't edit the
table, I'm not sure what the problem might be.
In table view, you should be able to edit data in cells, and add
or delete rows (records).
To add a column (that is, a new field), you need to get into
Table Design view. To do this, right-click on the name of the
table in the tree view on the lefthand side, and choose Edit
Database file from the pop-up menu. This takes you to the main
OOoBase page, which has 3 panes: Database, Tasks, and Tables.
Right-click on the name of the table and choose Edit from the
pop-up menu.
Note: There may be other ways to do this, that I haven't
discovered yet. I have only started using Base myself, but as I
am also starting from a MS Access database.

Have you tried the Database Wizard?
File > New > Database
On the first page, select "Connect to an existing database" and choose
"Microsoft Access" from the dropdown list (you may have to scroll up in the
list to see it; it's at the top).
Click Next, and continue through the wizard.
If you did use the wizard, and it didn't work, then someone else will have
to help troubleshoot the problem.
Chapter 10, "Getting Started with Base" in the Getting Started book, has
some information that might be of interest to you, though not necessarily
