Norton's seems to throw up false positives with OO.org quite regularly. It gets irritating ... ;) Make sure that when you install OO.org, you switch off Norton's.
Another thing you might try doing is do the three-finger-salute - ctrl-alt-del - and end as many of the programs running as possible, using the "End Program" key - but not "Explorer", because that shuts the machine down. Once you've got the programs running in the background out of the way, try installing OO.org then. It should work.
