I couldn't understand your ods file. Just removing the html-extension didn't give a normal file. Have you looked at your own download?
Since I haven't seen your file and don't really know what you have seen, I can only guess what it is all about. I thought csv files did not contain anything but CommaSeparatedValues, and therefor it seems obvious that you should loose all the formatting when converting ods->csv->ods. What did work in OOo 1.4?
