This OpenOffice Writer attachment is a print-screen of what the Outlook Express Spelling Option window looks like.

...which does not let you use OO's spellcheck, only a MS Office's spell module, as Gordon already explained.

...and i already explained the workaround, which lets you use OO's spellcheck and also gives you a less dangerous, clumsy, and outdated email program than OE:

Thunderbird at www.mozilla.com is purposely made to resemble OE user interface so that it's easy to switch. After about 10 minutes, you'll have a much safer and much more modern email program with many useful and essential features not in OE. Thunderbird also has an extension that lets you use any word processor you want as the spell checker.
