[users] Cell borders at page breaks

Is there a way to format a cell border at page breaks so that those 
cells get a given border regardless of what specific cell formatting 
might be there?  In part I'm hoping to force cell borders at the bottom 
and top of pages so that I don't have to manually enter them (for top 
and bottom of the rows in question).  I believe I've been able to get 
other software to do this through some kind of menu option, but help on 
spreadsheets for OO is a bit thin and I can't figure it out though I've 
been through the various menu and formatting tools.
