I also have had this program on different 98 machines. I do not remember this as a problem.
The only time I have seen this was a beta installation of FireFox. I never did figure out what the problem was there? Have you tried an uninstall/reinstall? I would look at the hardware as well. This doesn't seem like a OOo issue.
