This is what they are intended to do. Not sure what you mean by "clearly
not the case" re US-GB versions. For example, the spelling of words in
the menus are changed, e.g. "Tools - Customise" instead of "Tools -
Customize".
It was a stupid question! I assumed that the "Default" setting would
follow the follow the chosen, default language. Thanks for the correction.
