Once you have created the frame the way you want simply create a new
frame style.

You use a frame for vertical positioning. I mis-read your request.

I would suggest creating a paragraph style that meets your needs.
Start
by opening the Style toolbar, select default and use the create a new
style from selection icon to start. For help in this effort see
