It doesn't seem to be possible to do this directly in OOo Writer. When I want to do this I insert the graphic into an OOo Draw document, rotate the graphic, copy it to the clipboard and use "Edit -> Paste Special" in OOo Writer. This sounds like a lot of effort, but it's fairly easy. Hopefully, this rotation feature will be included in a future version of Writer. Hope this helps.
