Unfortunately small capitals appear too small with most fonts in OOo
Writer and there is no way to change this. This has been filed as issue
1526.

Unfortunately the developers who have responded don't seem to recognize
that the display in OOo Writer for small capitals in most fonts is
indeed typographically unacceptable. Any fix has been set for "OOo Later".
You might try registering with OpenOffice.org and voting for this issue.
