Is there a way to create a user defined number format equivalent to the
Accounting format in Quattro Pro and Excel?

I have seen this question asked before but have not found any
satisfactory solution, especially when importing exporting Excel spread
sheets.

How does this "Accounting format" differ from what is available via
Format > Cells > Number > Currency ? Please explain in detail or are we
supposed to guess?

The accounting format pads the entry on both sides (basically a blank space), left justifies the currency symbol (inside the padding) and right justifies the number (inside the padding). The column headers or label text are also right justified.

Here is an example for Quattro Pro pasted into this email.

Here it is pasted into OO.org Calc

Title

$1,000.00
$1,250.00
$300.00
$23.00
$67.00

I don't know if the table will hold it's formating.
