You could do this with styles, but it would be exactly how you described it.

Does he only want a new colour for a new paragraph? Does he only want one other colour?

If so, then you can define a new paragraph style and set the font colour for that style to the colour desired. Then, he can change the style (top left drop down in toolbar) with one click and type in that colour.

There is already a feature request for this in Issuezilla: http://qa.openoffice.org/issues/show_bug.cgi?id=23843

There is a suggested workaround and you can also add your voice and vote to it.
