Basically any version is fine. For example use OOo 2.0.3 or wait for OOo 2.0.4 to be officially released. To enable support for CTL languages like Arabic go to "Tools/Options - Language Settings - Languages" and have the box "Enabled for complex text layout" checked, you may then choose you default CTL language as well. Following this you will notice that the 2nd top-most toolbar will have a "Left-To-Right" and "Right-To-Left" button added. Also in some dialogs e.g. Format/Character in the Font tabpage you will have an additional line to choose the CTL font and language. And since it is Arabic I think there will be no need for special input methods, you should be fine with any respective keyboard layout.
