I suspect that the lock file that is created for OpenOffice.org (yes it does exist under Windows) is not being erased when you shut down OpenOffice.org. Does this problem occur with a known set of circumstances, everytime? And what I said about stopping the program does apply to Windows too. You have to exit out of the program before shutting down your system. The stuff about X11 does not apply to the Windows release.
