Errrr... no it isn't.

Any OS (yes even windows) can have more than one program associated with a file. When you right click on a file with more than one program associated on windows you can see a list of all the programs that can open that file in the "Open with..." submenu.

Most of OS (no, not windows) also maintain an "order" of the associated programs. So if the first one is deleted, the second one becomes the default. Windows only maintain a "default" program.

In my computer XLS files are associated first with Calc then with KSpread. If I ever unisntall openoffice KSpread will become the default program to handle XLS. If I install Openoffice again, then it will set it as the second program to open XLS. I will have to move it to the top or uninstall KSpread to let it open XLS files with a (double) click.

There are quite a couple of different ways to handle file associations that the windows one.
