Can you explain how to do that, _without_ using a mouse, joystick, or
similar tool?
Or should I add this to my increasingly long list of a11y issues that
OOo suffers from?

I'm not sure I understand the question. The suggestion explain how to set the
position of an object by editing it's coordinates:
1. you select the object
2. right click on it: you get a menu
3. select "position and size" to get a sub-menu
4. In the "position and size" tab you can write the coordinates of
a well defined point of the object: the object is moved to that point
In this way the positioning is absolutely precise, and doesn't depend on
firmness of your hand.
Cheers,
