It seems that the matter has not been fixed. There is this later issue
which has been marked as "wontfix":

It means nothing to me. I could not find an issue for the version 2.0.x
series. It may be timely to file one.
The "fix" in issue 3875 was simply to allow Ctrl+click to highlight a
single cell under certain circumstances. Here is the description from
the patch for issue 3875:
// #i3875# *Hack* When a new cell is Ctrl-clicked with no
// pre-selected cells, it highlights that new cell as well
// as the old cell where the cursor is positioned prior to
// the click. A selection mode via Shift-F8 should also
// follow the same behavior.
And this is true for 2.0.x: If you want to drag the current cell, you
can Shift+ or Ctrl+click it to highlight it. Whether this is any easier
than doing a quick mouse shuffle is doubtful.
Issue 35121 is simply the same modification "back-ported" to the last
stable 1.x version, for people who can not upgrade to 2.x.
As 3875 is closed WONTFIX, I don't think we'll be seeing any changes.
It's a shame as fixing this would be major usability enhancement.
