Go to the share/registry/modules/org/openoffice/TypeDetection/Filter
folder and open the file "fcfg_calc_filters.xcu" in a text editor.
Search for the string "MS Excel 5.0/95". In the line below remove the
word "EXPORT" and now the filter should work as a pure import filter.

If that is fine for you I could tell you how you can deploy this change
as an extension.
