This depends on how you installed OpenOffice.
If you have set OO.o to be the default application to open MS Office documents, then you can just doubleclick the file and OO.o will recognize the format of the file and open it with Impress. If you didn't then you can open Impress through the quickstarter and then choose Open and navigate to the location where the file is saved. Finally you can rightclick on the file and choose Open with .... Then select OpenOffice in the list of applications and check the box indicating that windows is to do this everytime.
