You say you are using Writer. As far as I know the only thing Writer can
sort is a table. So you need to convert your data into a table and then,
when you select the rows or columns you want, the Sort menu will become
available.
In Writer the data doesn't have to be in a table - you can sort a list
(a set of paragraphs), using Tools - Sort.
