Seems to me that you have either downloaded the wrong file or the download process has terminated prematurely. Assuming you are downloading the US English version of OpenOffice 2.1 for Windows, the file you should get is named "OOo_2.1.0_Win32Intel_install_en-US.exe" and, as its name implies, is an EXEcutable program which you run to install OpenOffice.

The French version is named "OOo_2.1.0_Win32Intel_install_fr.exe". ("fr" for French in place of "en-US" for English US).

Any version you download for Windows will have the ".exe" extension which all Windows systems immediately recognise and know how to handle.
