This is not completely correct.

Linux versions of openoffice doesn't have a quickstarter (official or not). So 
some indepedent developers have created it.

Linux quickstarters for openoffice are separate programs, that will work with 
both vanilla openoffice and distribution modified ones.

They are sometimes installed by default with the distro, and other times need 
to be installed separated. Most distros will "ship" (in the default distro or 
in repos) at least two quickstartes, one for kde and one for gnome.
