it depends on the deleting method.

It shouldn't. If the user asks for something to be deleted, it should just be deleted.

- If you're at the end of the paragraph before (even empty one for a blank
line), and you hit 'Delete', OOo thinks you want to merge current paragraph
with next one. So it deletes the 'incoming' style, replaced by the current
one.

This is a behaviour problem which is extremely confusing for users, especially new ones.

- If you're in a paragraph and hit 'Backspace', OOo thinks the same but the
other way, it will apply the current style to the previous paragraph.

Conclusion: use 'Backspace' to remove such blank paragraphs.

No matter how much you document this, it runs counter to intuition. One of the biggest usability problems with wordprocessors is that formatting that has been applied doesn't stay where it's put, but changes as a result of apparently unrelated actions.

It's usually clear to the developer or the sophisticated user why it does this, but unless we are trying to develop a wordprocessor targeted solely at the expert, then I think this really ought to be classed as a bug, not a feature.
