I am using Word and OOo 2.1 under Windows XP. In Word and in Writer,
pressing Alt+0233 inserts é at the cursor position. In Word, I can do
that more conveniently by pressing Ctrl+' and then e . Can something
similar be done in Writer?

Try installing "AltKeyHandler" which is a macro which allows you to
assign whatever you like to key combinations including Alt. So you
could make Alt+e produce é, Ctrl+Alt+e produce ê etc. (These are the
settings I use, you could do something different.) The macro is
available from:

(scroll down the page a bit).
