Hi Evan,
I think something has corrupted your installation.
Please try the 'Windows Installer CleanUp Utility' [1]. Then you can
remove your old OOo installation and install OOo 2.1.
Regards,
Olaf

On Windows XP, it's proven impossible to upgrade from OO2.0 to OO2.1
due to
missing installation and setup/remove files.
OpenOfficeorg20.msi file was erased as was the setup file. Anyone have a
solution? Are the missing files available for download and proper
placement?

I'm a little confused.
At 11:05 I sent a message pointing the *unsubscribed* OP at the
Microsoft Installer Cleanup utility. He has replied, unfortunately only
to me, that it worked and he now has a clean installation of OO 2.1, so
I know that my message made it to the list.
You have sent 5 identical messages, at 13:40, 13:44, 13:47, 13:52 and
14:00 all pointing to the same tool. Unfortunately the OP will not have
seen any of them because he is not subscribed to this list and you have
not included his e-mail address in the To: or Cc: list.
