The inclusion appears to be distro specific. I use OOo 2.1 on Gentoo and
have the MsWorks filter but not the MsAccess option. To work with
MsAccess files I use the commandline mdbtools or more recently the Kexi
graphical database which uses a mdbtools plugin to import MsAccess
tables and can export to .csv.
