Charles, REGSRV32 just registers and releases OLE things, mostly DLLs. It shouldn't have much to do with associating a file with a program to run it.
I believe there are two file association lists in XP, one maintained by the windows tools (i.e. win explorer right click) and one maintained by ATTRIB. The legacy apps depend on the old list from the DOS era.
