A Microsoft Works import filter has been developed, and will likely be
added to a future release of OpenOffice.
For everyone's reference, adding a .wps file filter was tracked under

Regarding the legal aspects... I haven't heard or seen anything yet
beyond what is reported in the issue on Issuezilla. The lawyers are
slow... but there are a lot of things to check on. The last message on
this (that is included here) was sent only a couple weeks ago. Lawyers
never work that quickly :-)

As others have already said, OpenOffice will not read Microsoft
Works files. But no: you do not have to buy Works, as there are two
solutions.

That was the coding part.
What still is missing is the legal part. This new filter uses an
external libary called libwps. We still have to clarify whether OOo
can use this library as it is provided. So now we're in the hand of
the lawyers...
